This is the 5 time, the parliament rejected the convention for the past 5 years. We hope that this time the Parliament will not vote for it. Approximate time of voting is summer-fall 2013. On the other hand the Parliament can be dissolved until it votes because of political situation in Ukraine. Still there is a risk that this time the Parliament may vote for joining to the Hague Convention.
If so, families will have to hire local agencies on adoption, and thus the cost of adoption will increase minimum twice relatively to the average cost now. Though independent adoptions may be possible.
